Telegram founder Pavel Durov addressed Spanish users in a post on his official channel, criticizing new state measures disguised as user protection that he says erode digital freedoms. 

He outlined four key threats: (1) A ban on social media access for under-16s with mandatory age verification, setting a precedent for tracking every user’s identity and undermining anonymity, potentially expanding to all. (2) Criminal liability for platform leaders if “harmful” content isn’t swiftly removed, forcing over-censorship of debates, journalism, and dissent. (3) Criminalizing algorithm sharing, letting governments curate feeds, suppress opposing views, and foster state-controlled echo chambers. (4) Mandated tracking of “hate and polarization” footprints, with vague definitions risking penalties for government criticism. Durov concluded these aren’t safeguards but steps toward total surveillance and control.
