In Novosibirsk, security forces detained at least 15 people during a protest against plans to block Telegram in Russia. Among those detained were rally participants, including RCP(i) member Oleg Metzler, former city council deputy Anton Kartavin, journalists Sergei Oshchepkov and Vitaly Bochkaryov, as well as several bystanders. All were taken to Police Department No. 1 “Central.” The rally was supposed to take place in a Hyde Park area near the Globus Theatre, but in the morning the park was cordoned off with tape under the pretext of “tree inspection,” and municipal landscaping equipment was brought in. 

Shortly before, organizers had received a formal warning against holding the event. Activist and organizer Sergei Krupenko urged people to disperse and was also detained. Several hours later, everyone was released without charge, though three received orders to report to police at an unspecified date.
