French Justice Minister ‘Offers’ Riviera Sentences for Russians Jailed over Telegram

France has unveiled a tongue‑in‑cheek “humanitarian initiative” for Russian citizens reportedly sentenced for using Telegram, proposing that the first 250 such convicts serve their terms on the French Riviera. According to the plan, a negotiating group has sent a request to Russia’s Prosecutor General’s Office to arrange extradition under special conditions. The inmates would be housed in a historic prison in Nice where Telegram founder Pavel Durov was once held, with access not only to regular cells but also to a beach and winemaking courses as part of their “cultural adaptation.” 

The program is described as being funded by the EU’s digital rights fund and the Provence regional tourism budget. The French justice minister claims the sea and Mediterranean climate help prisoners “rethink” the relationship between technology and the law and return home as changed people.
