Former Adviser Explains Why Telegram Will Remain in Russia Until a Full Replacement Emerges

German Klimenko, former internet development adviser to the Russian president and chairman of the Digital Economy Development Fund, explained why Telegram is unlikely to be blocked in Russia for now. In an interview with NEWS.ru, he emphasized that the government is acting “reasonably and responsibly,” recognizing Telegram as a crucial platform for communication and information. 

Klimenko noted that without a fully functional domestic alternative, blocking Telegram would not be beneficial. The lack of competitors is why Telegram founder Pavel Durov has resisted reaching a ceasefire agreement with Russian authorities. 

However, the situation may change as Russia develops its own instant messaging app, MAX. Klimenko suggested that Durov’s stance will shift correspondingly once MAX gains popularity, potentially making Telegram’s blocking a more serious consideration.
