Valery Fadeev, Chairman of Russia’s Presidential Council for Civil Society and Human Rights, suggested that large Telegram channels and bloggers should be given the same rights and responsibilities as traditional media outlets. Speaking at a press breakfast on December 24, he told Vedomosti that such regulation has been discussed for several years and deserves renewed attention.

Fadeev noted that many bloggers and channel owners seek the privileges of journalists when covering public events but avoid accountability. He clarified that his proposal does not involve imposing bans, but promoting self-regulation. According to Fadeev, content creators should agree on ethical standards, such as avoiding the publication of violent videos or scenes of real killings, which he described as “beyond the limits of decency.”
