Investigation of Pavel Durov Reported in Terrorism Assistance Case

Russian state newspaper Rossiyskaya Gazeta, citing Federal Security Service (FSB) materials, reports that the actions of Telegram founder Pavel Durov are being investigated under Part 1.1 of Article 205.1 of the Russian Criminal Code, relating to assistance to terrorist activity. According to FSB and Interior Ministry summaries, more than 153,000 crimes have allegedly involved Telegram since 2022, including around 33,000 offenses of a sabotage‑terrorist or extremist nature. 

The FSB claims the service was used to prepare 475 terrorist attacks, among them 61 planned school massacres, and to coordinate the March 2024 Crocus City Hall attack, as well as to track movements of high‑ranking military officers, bloggers, and journalists. Earlier, Roskomnadzor confirmed it had begun throttling Telegram in Russia over alleged violations involving personal data and extremism, although the agency says it is ready to work with services that comply with Russian law.
