Klimenko Urges Durov to Open Telegram Office in Russia

Former Russian presidential internet adviser German Klimenko has urged Telegram founder Pavel Durov to establish official cooperation with the Russian authorities and open a formal Telegram representative office in Russia. Klimenko, who chairs the Digital Economy Development Fund, believes this step would help keep Telegram operating in the country. In his view, Durov should formally interact with Roskomnadzor and comply with the regulator’s requirements, including handling its complaints through a local office. 

Klimenko argues that if Telegram shares data on the correspondence of terrorists and other criminals with Russian authorities, ordinary users will not notice any changes, while investors are likely to welcome such a move. He also praised Durov’s caution and flexibility, saying serious problems are unlikely if he agrees to cooperate. Earlier, Roskomnadzor announced it was slowing Telegram in Russia over alleged legal violations.
