Elena Mizulina, head of the Safe Internet League, stated that up to 40% of illegal drug sales in Russia take place through Telegram. She described the situation as a major social crisis, emphasizing that information about drug sales is openly accessible on the platform — even to children — and that illegal substances can be purchased in any region with just one click.

Mizulina also noted that fraud schemes and online casinos are widespread within Telegram, adding to growing concerns about user safety. Despite this, the Safe Internet League remains optimistic and expects the platform’s administration to take appropriate action. However, she emphasized that the final decision on regulating or restricting such content will rest with Roskomnadzor, Russia’s communications watchdog.
