State Duma Information Policy Committee Chairman Sergei Boyarsky believes blocking Telegram now would be a mistake. He stated that Telegram won’t be blocked in Russia until all channels migrate to the Max messenger. Additionally, Telegram functions essentially as a social network.

“Telegram hosts a vast number of channels with large audiences, including foreign and domestic ones, that properly cover our agenda. Significant efforts and resources have been invested in them,” Boyarsky told Vedomosti.

This follows Roskomnadzor’s warning of a potential full WhatsApp block, citing its use for terrorism, recruitment, fraud, and failure to prevent crimes. In August 2025, calls via Telegram and WhatsApp were already restricted. Roskomnadzor emphasized gradual throttling to allow users to switch to alternative services.
