No Total Telegram Ban Expected in Russia, Say Officials

Russian authorities are downplaying fears of a full Telegram shutdown, stressing that users in the country will not be left without access to the messenger. The media regulator Roskomnadzor has denied introducing any new nationwide restrictions on Telegram, even though outages and slowdowns have been occurring periodically. Earlier, Moscow media reported that the service had faced partial technical limitations in Russia, allegedly linked to targeted measures by the watchdog rather than a blanket block. 

These reports surfaced amid a wave of user complaints on 16 January, when many noticed that videos and other content were loading unusually slowly. In parallel, State Duma representatives also ruled out a complete ban on Telegram, while experts note that users of foreign messengers are unlikely to switch en masse to Russian alternatives such as Max.
