Not all official agencies in Russia have fully abandoned Telegram in favour of the national messenger Max. In early January 2026, several regional branches of the Emergencies Ministry (EMERCOM) announced they were closing their Telegram channels due to a complete “move” to Max, but later returned to the familiar platform. Regional offices in Dagestan, Sverdlovsk, and Orenburg regions, among others, have resumed posting on Telegram.

On 13 January, the Sverdlovsk EMERCOM wrote: “A few days ago we said goodbye in this channel, but life makes its own adjustments! We are pleased to announce that our Telegram channel is resuming work!” At the same time, followers were urged to subscribe to EMERCOM channels in Max and VK.
