Authorities in the Philippines are considering blocking Telegram over its reputation as a platform that facilitates pornography, illegal gambling, deepfakes, and financial fraud. Information and Communications Technology Secretary Henry Aguda told local broadcaster DZRH that operators of unlawful online gambling appear to have shifted their activities to Telegram, which is also used to distribute pornographic content. He noted that the government has faced difficulties coordinating with Telegram’s management, complicating enforcement of local rules on the platform. 

Aguda added that his department has held talks with other major platforms on combating illegal activity online. He warned that if authorities detect child sexual exploitation and abuse on any service, he is prepared to block it despite potential public backlash. Aguda also highlighted the spread of deepfakes and scam sales of dubious products that frequently target elderly users.
