Residents of Moscow’s new-builds by developer PIK are facing widespread issues accessing Telegram because the sole internet provider in those complexes, Lovit, has begun blocking the service over Wi‑Fi connections. Users report slow media loading and delayed message delivery; Telegram works normally when switching to mobile data. 

The situation has drawn scrutiny as the Federal Antimonopoly Service (FAS) investigates alleged anti-competitive behavior by Lovit and property managers, who allegedly restricted access for other providers to the housing infrastructure. The investigation cites concerns that such restrictions limit residents’ choices and could undermine competition. For now, residents are seeking workaround methods to maintain reliable access to Telegram amid ongoing regulatory scrutiny and a disputed provider landscape.
