Russian President Vladimir Putin said in an interview with India Today that modern messengers, including Telegram, are actively used to shape the views and behavior of young people. According to him, the “new” factor today lies in technology: platforms like Telegram serve as channels to influence the youth environment, which makes it essential for the state to understand and use these tools. 

Putin noted that young people are more mobile and radical, often believing that any injustice can be quickly fixed, but with age comes the understanding that real change is more complex. He stressed the importance of maintaining constant contact with the younger generation through social networks and other digital communication channels, both to convey information and to receive feedback from them.
