The Russian State Duma has clarified that proposed sanctions targeting foreign software from unfriendly nations will not encompass Telegram, according to Anton Gorelkin, First Deputy Chairman of the State Duma Committee on Information Policy. 

Gorelkin noted that Telegram’s legal jurisdiction remains ambiguous: its registration is recorded in the British Virgin Islands in Roskomnadzor’s registry, yet its primary headquarters are located in the UAE, which Russia regards as a friendly jurisdiction. He indicated that Telegram is unlikely to be subject to the government’s software blacklist, provided it complies with Russian legislation and demonstrates a commitment to maintaining its presence in the Russian digital market.
