A source in the telecom industry has linked Telegram’s recent performance issues in Russia to targeted measures by Roskomnadzor, stressing that these are selective slowdowns rather than a full ban. The source told the Moscow 24 channel that the regulator continues to throttle the messenger because of what it sees as Telegram’s insufficiently prompt blocking of anonymous channels that violate Russian law.

Earlier, State Duma information policy committee member Andrei Svintsov said Telegram faces no risk of total blocking, since it maintains effective cooperation with governments in most countries, including Russia. At the same time, he argued that Russia should become the first country to fully abolish online anonymity. According to Svintsov, lifting the slowdowns on Telegram will depend directly on the platform eliminating all identified violations.
