The Russian authorities have not lifted the restrictions on voice calls on Telegram and WhatsApp within the country. Official statements from the regulatory agency overseeing communications indicate that no decision has been made to restore full call functionality on these platforms. 

While a number of users had reported temporary restoration of voice calls, the regulators emphasize that limits remain in place as part of ongoing enforcement measures. The previous August guidance had described “partial call restrictions” on these apps, reflecting the government’s broader objective to control messaging and voice communications perceived as enabling crime or evasion of sanctions. 

The situation underscores the ongoing tension between public access to widely used messaging services and the state’s security and regulatory priorities.
