A full blocking of Telegram in Russia is not being considered because the messenger has established effective working relations with state authorities, according to Andrei Svintsov, Deputy Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications. He made the comment on January 15 when asked about Telegram’s prospects amid discussions on tightening regulation of foreign IT services. 

Svintsov said that the current format of cooperation between Telegram’s operator and government agencies significantly reduces the likelihood of radical measures such as a complete shutdown. In his view, Telegram “interacts quite efficiently with the governments of most countries in the world, including Russia,” and therefore, he believes there is no need to worry about the platform’s future operation in the country in the medium term.
