Russian legislators have attributed the recent systemic disruptions in Telegram’s service to obsolete hardware and the prolonged absence of the app’s founder, Pavel Durov, from Russia. According to Svyatoslav Gurevich, chairman of the State Duma’s information policy committee, the infrastructure deployed at Russian telecom operators for Telegram has not been upgraded for an extended period and has reached the end of its operational lifespan. 

The outages reportedly commenced shortly after Durov’s departure from Russia and his withdrawal from direct involvement in managing the messenger’s technical support framework.
