Russian State Duma deputies plan to introduce a bill establishing an indefinite moratorium on blocking Telegram and WhatsApp in Russia. One of the authors stated the measure aims to “reduce public irritation” from restrictions. The party views citizens’ reactions to curbs on these messengers—and periodic “digital lockdowns”—as justified, seeing them as encroachments on constitutional rights.

The proposed law would still allow oversight agencies like Roskomnadzor to block specific illegal content, but not entire platforms. In 2025, Roskomnadzor restricted voice calls on both apps in Russia, with WhatsApp’s full block still under consideration. Earlier, Duma deputy Anton Gorelkin criticized Western messengers for “cynically ignoring” Russian laws and choosing “confrontation,” deeming them unsafe.
