Sergey Boyarsky, Chair of the State Duma’s Committee on Information Policy, clarified that the deployment of Russia’s national multifunctional messaging platform will not result in the restriction of international services such as Telegram and WhatsApp. Instead, the domestic platform is intended to serve as a complementary communication tool, expanding user options.

Boyarsky highlighted that although WhatsApp and Telegram currently do not fully adhere to Russian legal requirements—particularly concerning data localization and prohibited content—potential sanctions do not justify blocking these applications at this stage. Russian users retain the sovereign right to select their preferred messaging services.
