Russian Operators Propose Ban on Voice Calls via Telegram and WhatsApp

Several major Russian mobile operators—MTS, Beeline, Rostelecom and MegaFon—have proposed banning voice calls over foreign messengers like Telegram and WhatsApp. They say rising messenger voice traffic is straining networks amid sanctions and higher equipment costs, especially in megacities.

Operators argue the ban would nudge users back to cellular networks, cut phone-fraud cases, and spare messengers from harsher measures. The Ministry of Digital Development remains cautious as discussions continue.
