State Duma Vice-Speaker Vladislav Davankov has called on citizens to sign an open letter to Telegram founder Pavel Durov, urging the messenger to establish an official representative office in Russia. Davankov argues that opening such an office represents a formal but essential requirement under Russian law.

” Officials frequently justify platform blocks by pointing out the absence of a local presence, which hinders meaningful dialogue. If Telegram meets this requirement, it would deprive Roskomnadzor of grounds for imposing restrictions,” the deputy explained. The initiative comes amid ongoing debates over Telegram’s compliance with local regulations and periodic service disruptions reported by Russian users.
