Russia’s Roskomnadzor Sets Mandatory Registration Rules for Telegram Channels with 10,000+ Subscribers

Russia’s Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) has formalized mandatory registration procedures for Telegram channel owners with audiences exceeding 10,000 subscribers, based on Federal Law No. 303-FZ effective since August 8, 2024. 

To register, channel administrators must apply via the State Services portal and then activate a special Telegram bot (@trustchannelbot) from their own account. This process verifies channel ownership by matching registration numbers between the portal and the bot. Failure to complete this step leads to rejection of the application, forcing re-registration. 

Once registered, channels receive an “A+” rating and must add the bot as an administrator with permission to manage participants. The process includes agreeing to terms, verifying phone numbers, and submitting channel links. Registration aims to improve transparency of channels, legal compliance, and allow Roskomnadzor to monitor large channels effectively.
