A Russian media outlet reports that residents of Sakhalin faced a blocked Telegram experience after an order-related dispute with a Telegram bot developer. A civil case in the Dolinsky City Court concerned a contract to develop a Telegram bot capable of generating AI-based video content through an avatar. The contract required the developer to create a Telegram bot by April 17 that could integrate with HetGen, configure the AI avatar, upload a script, and produce videos per specified parameters. 

The project cost was 65,000 rubles, of which the claimant paid 57,500 rubles: a 32,500 ruble upfront and 25,000 rubles for subscriptions and neural-services, which the developer claimed were indispensable. The April 17 deadline passed without delivery, and the defendant did not respond to written demands for a refund.
