Telegram Absent from Russia’s “White List” of Essential Websites

Reports initially claimed Telegram had joined Russia’s “white list” of essential internet services, which allows websites to function during outages or limited access. However, the country’s digital authority (Roskomnadzor/RKN) refuted these claims, stating Telegram is only mentioned in school and college digital service recommendations, not the official roster. The actual “white list” comprises frequently used Russian social networks, marketplaces, navigation platforms, food delivery apps, and mobile providers’ portals. 

The list, intended for ensuring uninterrupted access to vital online resources, includes public service platforms, government sites, voting services, and key commercial platforms, but excludes Telegram and other foreign messengers due to legal/data storage requirements. Officials noted it’s an auxiliary guideline subject to frequent updates, with expansion promised as more platforms become critical for Russian users.
