Telegram and WhatsApp Experience Major Outages in Kuban Region Amid Internet

On October 21, 2025, Telegram and WhatsApp users in Russia’s Kuban region faced widespread service interruptions. According to data from Sboy.rf, the Krasnodar Krai accounted for 18% of complaints over a six-hour period, reporting issues with both applications’ mobile and web versions. 

Similar disruptions affected WhatsApp, owned by Meta, which is classified as an extremist organization and banned in Russia. Downdetector data showed Krasnodar ranked second in outage reports for WhatsApp, with users unable to access the app on computers using local networks like Rostelecom and Beeline. 

Some reported that switching to mobile internet or using VPNs restored partial access. Authorities have linked these outages to internet provider issues and ongoing state efforts to control communications platforms, including push for domestic alternatives like the MAX messenger app.
