Early on December 11, 2025, dozens of users across Russia reported sudden disruptions in WhatsApp* and Telegram, with messages failing to send and media files not loading. Downdetector recorded hundreds of complaints from Moscow, St. Petersburg, and other regions, dashing hopes for promised new features. Instead, users encountered technical issues and fresh limitations. 

These outages were no accident but part of escalating regulatory measures: Roskomnadzor announced phased restrictions on WhatsApp in late November, following “partial restrictions” imposed on both messengers in October 2025. Telegram specifically saw over 900 outage reports that day, with complaints centering on message delivery delays and file upload problems. The incidents highlight a broader policy shift positioning technology controls against user convenience.
