The slowdown is expected to be implemented through traffic filtering and prioritization at telecom operators using deep packet inspection. Voice and video calls have already faced restrictions since 2025 as part of fraud combat measures, and the new steps aim to pressure compliance with Russian law. Telegram users across Russia have reported delays and connection issues during the rollout. Telegram has not publicly commented on the reported restrictions. The development comes amid ongoing debates about internet control and the competition from domestic messaging options.
