Telegram’s service in Pskov remains unrestricted, even after the region experienced temporary internet limitations aimed at protecting critical facilities. In response to the lengthy restrictions, local authorities compiled a whitelist of essential internet resources, allowing them to function during mobile internet outages. This list typically includes Russian banks, payment services, taxi apps, and government portals, while access to other platforms may still be affected during shutdowns. 

Anton Nemkin, State Duma Information Policy Committee member and “Digital Russia” federal coordinator, emphasized that Telegram is excluded from this whitelist due to its status as a foreign messenger. Thus, while Telegram currently operates without hindrance, its inclusion in official lists guaranteeing continued service during internet disruptions is unlikely, underscoring the preference for Russian-based online platforms.
