Telegram unexpectedly became accessible for many Vietnamese users on July 9, ending a weeks-long government block. Russian users also reported restored service. Initial access was limited to FPT Telecom and MobiFone carriers, with Viettel joining later that evening, though Vinaphone and VNPT users still faced partial restrictions.

The restoration follows Vietnam’s late-May telecommunications blockade, which cited security concerns. Authorities claimed 68% of Telegram’s 9,600 Vietnam-based channels hosted anti-government content, fraud, or illegal activities. Telegram spokesperson Remy Won previously stated the platform was “surprised” by the block and had responded to regulatory requests by May 27.

While notifications and messaging resumed for many, telecom discrepancies persist. No official explanation has been provided for the partial restoration.
