Telegram Slowdowns Hit Russia, Sparking Throttling Suspicions

From the start of this week, Telegram users in Russia have reported a surge in service disruptions, according to monitoring sites Downdetector and Sboy.rf. Complaints peaked on December 12 with over 2,500 reports, primarily about severe delays in loading media files like videos, photos, stories, images, and emojis. Many describe endless “connecting” states where feeds fail to refresh and new messages won’t load, persisting even on Wi-Fi. 

Tests show media download speeds throttled to around 128 Kb/s in Russia, jumping to 896 Kb/s with a foreign IP—symptoms resembling deliberate throttling. Experts like TelecomDaily CEO Denis Kuskov suggest Roskomnadzor involvement amid ongoing restrictions, though the agency denies new measures. Up to 80% of users across providers and regions report issues, fueling speculation of targeted slowdowns similar to past blocking attempts.
