On the morning of January 13, Telegram users in Moscow and the surrounding region experienced a major service disruption. Starting around 08:47 Moscow time, the monitoring service DownDetector recorded a sharp spike in complaints about the messenger’s performance.​

Thousands of people across Russia reported being unable to use key Telegram functions essential for everyday communication and work. Users noted that messages were not sending, and photos and videos either failed to upload or did not load at all, effectively making the app unusable for many. The incident highlighted how deeply integrated the platform has become in both personal and professional life, as the outage disrupted chats, work correspondence, and media sharing across numerous regions.​
