Pavel Durov  issued a warning to French users about potential privacy threats following the EU’s announcement to vote on the controversial Chat Control initiative. This proposed legislation mandates mandatory scanning of all images and videos in private chats, which Telegram states amounts to near-total privacy violation. 

The French proposal, backed by former and current interior ministers Bruno Retailleau and Laurent Nunes, has sparked concerns over its impact on freedom of speech and data misuse risks. Telegram expressed that such measures could harm privacy-conscious users and force messaging apps like Telegram to alter their encryption methods, damaging their reputation and functionality. 

Human rights groups have called for amendments to the law, warning it threatens basic freedoms and increases mass surveillance.
