Ukraine Officials Urge Stricter Controls on Telegram Over Russian Recruitment

Senior Ukrainian officials are calling for tighter regulation of Telegram, arguing that Russia is increasingly using the platform to recruit Ukrainians for sabotage and terrorist attacks. Interior Minister Ihor Klymenko said Russian intelligence relies on Telegram to find and direct local collaborators for operations inside Ukraine. At the same briefing, SBU deputy head Ivan Rudnytskyi urged stronger rules to prevent online platforms from being used for criminal and terrorist activity. 

Their remarks followed a deadly February 22 attack in Lviv that killed a 23‑year‑old police officer and injured 25 people; President Volodymyr Zelenskyy said the perpetrators were recruited via Telegram and that Russia organized the bombing. Deputy prime minister Iryna Vereshchuk and lawmaker Yaroslav Yurchyshyn have since floated restricting or even banning Telegram unless it complies with European‑style regulations.
