Russia Introduces Gradual Restrictions Against Telegram

Russia is implementing phased measures against Telegram due to the messenger’s refusal to meet requirements for preventing crimes. This was stated by Artem Sheykhin, Deputy Chairman of the Council for Digital Economy Development under the Federation Council, commenting on recent user complaints about disruptions in video uploads and sends.

“Telegram fails to fulfill demands aimed at preventing and stopping crimes on Russian territory. Since August 2025, restrictive measures have been introduced gradually: audio and video calls don’t work, and media file transfers are partially slowed,” Sheykhin told TASS.

Earlier, Roskomnadzor imposed limits on WhatsApp (owned by Meta, designated extremist and banned in Russia) for ongoing legal violations. The agency warned that continued non-compliance could lead to a full WhatsApp block.
