Russia’s communications regulator, Roskomnadzor, has officially confirmed restricting audio and video calls within Telegram for users inside Russia. This follows reports of recent service disruptions, which the regulator now states were tests of the blocking mechanism.

It remains unclear whether Telegram plans technical countermeasures to bypass the restrictions. Notably, the messenger has previously chosen not to circumvent similar VoIP call blocks in the UAE, including Dubai.

Additionally, Telegram has not actively challenged localized blocking efforts within specific Russian regions, suggesting the company may adopt a similar non-confrontational approach to this nationwide restriction.
