According to the Russian Federal Security Service (FSB) Public Relations Center, Ukrainian special forces are actively leveraging Telegram and WhatsApp* to encourage Russian citizens to engage in sabotage and terrorist activities. 

These platforms, with WhatsApp* owned by Meta—an organization designated as extremist and banned in Russia—serve as channels for Ukrainian operatives to reach and manipulate people. The FSB report highlights that Ukrainian recruiters exploit individuals’ gullibility to coerce them into committing severe and especially grave crimes, punishable by long prison terms under Russian law. 

This operation reflects ongoing hybrid warfare tactics using digital communication tools to destabilize and undermine security within Russia. The use of these messaging apps as instruments for such recruitment raises concerns regarding information security and national defense.
